Maputo, 22 Mar (AIM) – Mozambican President Filipe Nyusi on Wednesday called for greater speed by the Administrative Tribunal in handling the Disarmament, Demobilisation and Reintegration (DDR) of former guerrillas of Renamo, the largest opposition party in Mozambique.
Speaking in Maputo, during a visit to the Administrative Tribunal, Nyusi said “The Government recently approved a decree that complements the efforts that we have been developing within the DDR. When it is time for the Administrative Court to intervene in the process, we expect it to act with speed”.
The former Renamo guerrillas, argued the President, must return to normal life like other Mozambican citizens. “They need to live like other people”, he said. “For us, the most important thing is to close this process.”
According to Nyusi, as soon as the last Renamo base is closed, “we will start paying, and we cannot pay those who have not been demobilized, and at that time we will ask this Tribunal to act rapidly.”
The Tribunal is the country’s highest audit authority, and it checks the legality of public expenditure. Since the government, under the decree mentioned by Nyusi, has agreed to pay pensions to the demobilised former guerrillas, there will be a great deal of new public expenditure which the Tribunal must oversee.
Nyusi also called for professionalization of the Tribunal staff so that they can respond with dignity to the large number of pendent cases that have been stagnating for years.
The President also challenged the court to work thoughtfully with the private sector, “because sometimes it is believed that we make everything difficult.”
“Rigor and excellence are important, because the Administrative Tribunal must be the body that oversees and audits. It cannot be seen as corrupt”, Nyusi argued.
