Maputo, 29 Jul (AIM) – Mozambican government has approved new regulations for the Performance Evaluation for State employees in order to strengthen efficiency, transparency, and the recognition of merit within the public administration.
According to the government spokesperson and Minister of State Administration, Inocêncio Impissa, speaking to reporters after a meeting of the Council of Ministers (cabinet), the regulation establishes the principles, rules, and procedures that will guide the individual evaluation of State employees and agents.
The document will now be submitted to the Assembly of the Republic, the country’s parliament.
“The legal instrument will cover all State employees and agents working in direct and indirect State administration institutions, decentralized entities, as well as in the diplomatic and consular missions of Mozambique”, he said.
Also on Tuesday, the government reviewed the decree approving the concession for the Machipanda One-Stop Border Post infrastructure in the central province Manica, a project deemed strategic for facilitating trade between Mozambique and Zimbabwe.
“The decree establishes the legal framework for the concession, structured as a public-private partnership to a private operator. This operator will be responsible for the construction, maintenance, and management of the infrastructure for the Machipanda Border Modernization and Expansion Integrated Project, as well as its eventual handover to the State, while also enabling the commercial operation of cross-border public services”, he said.
The government also approved a resolution adopting a strategy to settle State debts owed to suppliers, an initiative aimed at improving public finance management and strengthening trust between the State and its business partners.
Another measure reviewed was the 2026–2035 School Feeding Strategy, which aims to ensure the provision of meals in all primary and basic schools across the country. The government believes this initiative could contribute to human capital development by fostering better levels of education, health, and nutrition for children.
