
Maputo, 21 May (AIM) – The Mozambican Authority for Regulation of Competition (ARC) launched on Monday, in Maputo, an instrument intended to regulate the bodies involved in business competition and public procurement.
The instrument, named the “Good Practices Guide: Combating Collusion in Public Procurement”, was initially introduced by the Minister of Public Works, Carlos Mesquita, at the Annual Private Sector Conference (CASP).
The document addresses anti-competitive concerns arising from procurement and presents pro-competitive options.
According to the minister, the instrument will help create a harmonious and favorable environment so that all players could play their part on equal an equal footing in the various sectors of the economy.
The Chairperson of the ARC Board of Directors, Iacumba Aiuba, said the document intends promote healthy competition in public procurement for the benefit of consumers and the parties involved, since collusion in public procurement leads to less favorable conditions for the state, which translates into higher prices, fewer options to choose from, lower quality goods and services and discourages innovation.
