
Central Térmica de Temane (CTT) ainda em fase de construção
Maputo, 16 Apr (AIM) – Construction work on the Temane Thermal Power Plant (CTT), in Inhassoro district, in the southern Mozambican province of Inhambane, budgeted at 652.3 million US dollars, will be temporarily interrupted as a result of a contractual impasse with the Spanish building contractor, TSK.
The CTT will produce 450 megawatts of electricity in a combined cycle generation model based on natural gas, which will be supplied to the publicly owned electricity company, EDM, by the South African petrochemical giant SASOL, which operates the Pande and Temane gas fields.
The immediate consequence of the impasse, which is being discussed between the parties, could jeopardize commissioning deadlines.
The construction work had been postponed from 2024 to 2025 for reasons beyond the control of the project’s executors, notably the cyclones that hit the country.
The CTT project manager, Eucides Dgedge, told AIM that commissioning should begin between the 2nd and 3rd quarter of 2025 and the new plant’s operational start-up date was scheduled for 2 February 2026. But these dates are now subject to further postponement as a result of the interruption.
“CTT is in the process of resolving a contractually sensitive situation with its Engineering, Procurement and Construction (EPC) contractor, TSK. CTT assures its partners, employees, stakeholders and the public that it will take all relevant measures to protect the integrity of the Project and that it is actively working to manage the situation”, he said.
He explained that the level of execution of the work is around 80 percent and the project’s activities continue to be actively managed by the construction team.
“Measures are being implemented to protect the project’s schedule, safeguard critical activities and ensure that the standard of quality, safety and compliance is maintained”, he added.
The successive delays in the project are having a negative impact on the start-up of two other projects linked to CTT, namely the power transmission line with a length of more than 500 kilometers, called TTP (Temane Transmission Project) and the PSA (Production Sharing Agreement).
CTT is a public-private partnership formed by Globeleq, the publicly-owned electricity company, EDM, and SASOL, which has been granted a concession valid for 25 years, with the asset to be transferred to the Mozambican state at the end of the contract.
