Chapo announces creation of State General Inspector

Maputo, 23 Jun (AIM) – Mozambican President Daniel Chapo has announced the creation of a State General Inspector operating out of the presidential offices, who will be responsible for unravelling the barriers to development and dealing with corruption in the public sector.

According to Chapo, who was speaking to reporters on Sunday, “we currently have several inspectors at the State level and we are working on creating an inspection position at the Presidency level, where we will have a State General Inspector.”

“We have already started doing this work,” Daniel Chapo declared at a press conference in Maputo. He explained that the main objective of creating this new post is “to unravel anything that creates barriers to the development of Mozambique, including acts of corruption in the public service”.

“When there are allegations of corruption in the civil service, the State Inspectorate, led by an inspector who reports directly to the President of the Republic, must be able to go into the field, investigate and, if the truth is discovered, take measures”, he said.

He revealed that this is the first time in decades that the government has considered such a figure, whose function would be to monitor internal oversight of the actions of the public administration.

Chapo also said that the restructuring under way at the publicly-owned Mozambique Airlines (LAM) “will also continue in several other public companies that are not producing revenue for the state”.

“The process is still under way at LAM, and new planes are really needed so that the company may become robust and generate profits and dividends,” he explained.

The government recently hired Knighthood Global, an Abu Dhabi based consultancy company, to advise on restructuring the financial base of LAM, and to provide strategic support on assessing, selecting and supplying aircraft adequate to the operational needs of the company.

Knighthood Global should also implement information technology systems, key performance indicators and mechanisms for engaging with interested parties.

“We’re going ahead with restructuring in many other public companies”, Chapo said. “The mission is focused on fighting corruption not only in public companies, but throughout the state apparatus, without a lot of fuss, without witch hunts, but with ethics, with responsibility, with competence. We need integrity in our institutions”.
